I feel dreadful sadness and total outrage that this could happen. I hope that they 'throw the book' at whoever was responsible!
This is a shocking story. Had they allowed a human detainee to die of thrist over several days the outcry would have been deafening. Surely you can't "just forget" you're holding a living creature?
